The year is 1930 and the story is of a village called Khetpur. Hariram the stable boy of Thakur Harnamsingh has a seven years old daughter Bindya. Bindya and the Thakur’s son Raju are the best of friends. But one day Thakur finds about his friendship and Raju is sent packing to the city. Thus the friends face a sad parting. One day Hariram is injured in trying to save the Thakur from a wild horse. The Thakur’s lusty mind sizes this opportunity and rape Hariram’s young wife. Hariram in trying to save his wife is shot by the lecherous Thakur. Harirams wife commits suicide Bindya is an eye witness to this and Thakur sends the village Daroga after her. Exhausted as she is Bindya manages to shake the Daroga off and finds shelter at Laxmi house.

But there is trouble here too, Sahukar has a bad eye on Laxmi and on the excuse of lending dowry money, he calls Laxmi home and tries to rape her but Laxmi saves herself and runs off. The Sahukar, however, does not enjoy a lost prey and he takes his revenge by not giving dowry money on the eleventh hour. The Baarat goes back to Laxmi’s parents commit suicide, the Daroga once again appears on the scene and a chase ensues in which Bindya manages to shake the Daroga once but now Sardar of the dacoit's den is called Ganga.

Bitter circumstances still prevail and the Sardar is killed. Ganga then becomes Sardar. Her only goal is to kill, the Daroga, the Sahukar, and Thakur Harnamsingh meanwhile her childhood sweetheart and the Thakur’s son Raju returns from the city. He has become a police inspector. He loves Ganga but will not let her kill his father Ganga loves him but will not spare his father. Khoon Bahaa Ganga Mein represents this turmoil of emotions.
